Embedded in the rule is the requirement that the House will vote on the deficit commission’s recommendations in the lame duck session if they pass the Senate

The House will have to give an up-or-down vote to whatever the Catfood Commission recommends.  With Republicans and Blue Dog votes alone, cuts to Social Security benefits should have no trouble passing

commission's recommendations first, Dems should FILIBUSTER this to death.  Reid can slow track any proposal that is offered and run out the clock before they pack up and go home for the holidays. Nothing gets passed in Senate. Nothing goes to the House for a vote.  Lame duck session over.
