      If I read this right, applicants only have to have a high school diploma:

      the alien, at the time of application, has been admitted to an institution of higher education in the United States, or has earned a high school diploma or obtained a general education development certificate in the United States;

      In the case of those who are too disabled to finish high school, you'd be correct, however...guess it's 'bad politics' to pass amnesty for disabled foreign kids (I'm no immigration expert - could there already be a law that prohibits deportation of the disabled, or mandates a path to citizenship for them?)
