      he has the power to delegate it.

      He can give someone, or someones, the authority to carry out the set-up of this agency, in whole or in part.

      That's were the whole question lies right now -

      Are they calling her 'special advisor' in an effort to avoid bogus charges that they've "short circuited" Congress?

      Or are they calling her 'special advisor' because she's been reduced to a figurehead with no real power but to offer suggestions that will be ignored like her name was Romer?

      Ask the CPC why they're not trying to defund the Catfood Commission.

        You've got to wonder what the actual reaction is when they tell the President their thoughts on the economy. If he is so fond of Ms Warren that he wants her to run this agency, why didn't he want her on board before, while legislation was being crafted?
