    or the addition of a PO was free? I can understand the fundamental concept of actuarial tables with the best of them. I suspect you have mixed up the idea of big finance with the financing of big ideas. What they ended up doing was creating a system which maximizes the opportunity of many different polities to take a cut.

    If you recall correctly, the problem whcih made this an issue was that millions could not afford health care, or the insurance that is used these days to achieve it. This system does little to bring down those costs or even spread them out in such a way as to make it more affordable for the very people that "reform" was meant to help. Making people buy junk that they cannot afford to use or fining them for not doing so is not health care in any sense of the word.
