    A short attempt to identify what they really mean:

    "real medical liability reform" = deny patients access to the courts to recover damages from the medical industry.  This also means that they do not trust juries of common citizens to find facts and award damages proven in court - even though they trust juries with life and death decisions in capital cases in criminal courts.  Message: Republican leadership value money more than life itself.

    "allow Americans to purchase health coverage across state lines" = pre-empt state regulation of medical insurance.  After all, if it is interstate commerce, then the states have no authority to regulate it.

    "empower small businesses with greater purchasing power" = cut taxes some more for their friends in "small business".

    "create new incentives to save for future health needs" = deny needed medical care now.

    "protect the doctor-patient relationship" - by allowing insurance companies to dictate its terms.

    " ensure that those with pre-existing conditions gain access to the coverage they need" = (six feet of dirt)

    "We will permanently end taxpayer funding of abortion and codify the Hyde Amendment." - because we love "liberty" so much that we must restrict reproductive and medical choices made between a patient and her doctor.
