    You forget that the Israeli political system actually does reflect the collective will of the electorate better than the American system does in the short run.  The Israeli government usually includes a majority of the elected MK, which means that the majority of the people actually did vote for them.  Since the democratic principle is that majority rules for the nation during the time frame in question, then a majority win does pin the blame on the entire country.  Here in the US we at least had the saving grace that we knew Bush had not won the 2000 election and appears to have stolen the 2004 election, despite his incumbency.
