    an issue here.

    So is community responsibility. If I saw my neighbors house burning I would go over and if necessary rush in to help him get his kids out. I would not ask first if he had insurance to cover any (very high) potential risk to my health and well being in so doing. I would not ask if he had paid his taxes. I would not ask if he voted Demcorat or Republican, was liberal or conservative. I would not ask if he had done something foolish to start the fire or had a smoke detector or fire pumps or whatever. I wouldn't ask if he was a renter that didn't pay taxes that went towards the fire department or a homeowner delinquent on his taxes or all paid up. I would help my neighbor. Questions come later.

    It's called community.

    If it turned out later that he was consciously and deliberately a free rider laughing at all us poor fools that do the right thing then he could be scorned and derided by the community at large later... and hit with whatever appropriate fines or legal charges might apply.

    But in the meantime you help the poor bastard out.
