    He just hadn't paid the fee, for whatever reason. And to use the healthcare analogy, an ER will treat you if you have a gunshot wound (well, usually, the same damn Repuke policies that caused this disaster are hitting them as well) first, then figure out how you can pay for it. No insurance? Well then you get a hefty bill. But they don't let you die unless you've paid.

      well-being of a community.  that's why insurance is the chosen way to spread the cost.
      a fire is a threat to the well-being of a community, that's why it's paid with fees and/or taxes.

        offer the aid first, then figure out how to pay for it. And many community hospitals get tax assistance in addition to insurance monies.

          understand the difference between fees and insurance, and why the insurance companies don't run the fire brigades like they used to.

        takes care of its community.  Why should it take care of unincorporated Obion County, which has refused repeatedly over the last 20 years to take care of itself?  (And which can't plead poverty -- South Fulton is poorer.  Obion County is also throwing away federal and state fire department aid because it doesn't have a tax-funded fire department.)
