    For instance, if one applies to be a firefighter and is hired.  Then they are eligible to join the union. If one is hired by the USPS based on the civil service list and test, they are eligible to join the union.

    You are right about some jobs but civil service jobs are still overall quite fair in hiring practices as they must hire from a list of candidates based on test scores. Veterans do get preference on those as well they should. But other than that, I have seen few biases in hiring for civil service jobs. And a good many of these are union jobs.
