    facilities and waste sites in low-income and minority communities on the racist and unfortunately true assumption that there will be less opposition to the factory if located there. so, while all of society presumably benefits from factories, etc., there is the neighborhood that bears the harm of illness, death, and poor quality of life, with odors, etc.

        in northern california, has a right to keep polluting, that is sickening and killing the community? and chevron has the right to now do flaring to burn and release toxic gases because it wants to protect its equipment, and the hell with people?

        perhaps it's not directly racist.  Perhaps it's just discrimination against poor people.  Which in America, has the same effect as racism.  I suppose motive matters, if this were a morality court.  But really, corporations can't be said to have motives in the racist sense, can they?  The only meaningful thing to talk about is the effect of their behavior.  In this case, the effect of their decision-making, whatever the driving factors, is indistinguishable from the effect of decision-making motivated by racism.

        Iow, it seems like splitting hairs to me.
