    Congress couldn't (or didn't want to) pass a budget.  They wanted to do a CR, go on recess, or whatever, and punt.  President Clinton sent it back, saying he would only approve CRs for 24 hours at a time, thus keeping Congress in session until the budget was finished.  Yeah, there were plenty of reasons people liked Bill Clinton.  This was one of them.
