Except for Locke, Hobbs and the others tend to answer in the negative "if we didn't, then blah blah".
Or people treat government as an outside entity

-- Because our government settles conflicts.
-- We cannot decide among ourselves how to divide our resources.
-- Our government has the authority to make their decisions legal.

I very much disagree with this external view on a philosophical basis.
It's not that we can't decide and therefore govt decides for us. Govt is the way WE decide to allocate resources, the way WE settle conflicts and the way WE decide what is legal. At least in a democracy.
Seeing Govt as an external thing feeds straight into a Tea Party tenet where big govt is an interference in our life and not an expression of our will.

      I meant to add:
Locke provides us with the concept of a social contract.
We form a govt as sort of a team effort to safeguard rights and express and enact desirable polices.

A simple example is a pizza night.
Several people go out to a pizza place to watch a game. They decide to get a large pizza rather than individual pizzas, because they will get more for their money.
In deciding on agreements, they may have to make compromises in what ingredients will be on there. This is not some big force imposing an arrangement on anyone, they are making an agreement amongst themselves.
If they decide next week to go to a different place, it's not big govt interfering with their choice, they made a different choice,

Ideally this is how a government should work as well.

      want Campaign Disclosure.

WE want the wealthy to pay their share.

WE want good jobs and fair wages.

WE want clean air and water and a stable climate.

WE want security in health, shelter, and old age.

Yet THEY in Govt far too often seem to be standing counter --

to want WE (the majority we) want.

able to provide any of those.

However, governments have often made promises that it would provide them.

        •  Govt COULD easily pass laws (0+ / 0-)

that would make these thing happen

or make them more likely to happen.

It's all about consequences, for bad players --

without them Humanity is headed downhill, fast.

          imo
