    Getting a larger portion of young Americans to the polls requires not just focusing on get-out-the-vote efforts when elections are near, but rather paying attention to the specific needs and problems of youth, especially those who don't make it to college, between elections.

    True, but we also need to get youth paying attention to the needs and problems of the nation between elections.  A conscious effort to attend to the youth vote with good policy (e.g., student loan reforms) doesn't mean much if youth don't tune in in the first place.

    What are the "specific needs and problems of youth," would you say?  Serious question.  I'm pushing 40 and it bugs me that every election seems to hinge on the price elderly people pay for medications.  But what are the overlooked youth-specific issues that would tap into this important demographic?
