    I'm very used to the give and take of running programs (I was an E4, a Third Class Petty Office or, if I were in the Army, I'd be a Specialist). The leader has to be flexible and must listen to her subordinates (Once, when I was a civilian, a manager suggested something, I replied that that was a good idea, but there were things to keep in mind. She was absolutely flabbergasted to hear a low-ranking person make an intelligent and productive suggestion about an issue), but when a decision is made, leaders have to stick to their guns unless more information changes the decision.
