    Has very little to do with actual legislation. All it's saying is that pubs are not allowed to take earmarks. There is nothing legislative about that, it's just arguing about a conference rule.  They may do that all they want.  I have no objection.

      That if they establish this as a rule for their conference they are not going to let the Democrats have a cake day with it. Legislation will follow or better yet Fox news 24/7 Democratic earmarks gallore

      spending on projects in anyone's state is to miss the point.  Individual Senators may not put in earmarks, which means these appropriations have to go through the party leadership.  It's a way of enforcing ideological conformity and party discipline.  (This will apply more to the House than the Senate, since the minority party has less leverage over its members, but if the Senate goes along, it gives the House cover.)
