    I used to help plan and conduct emergency exercises in a totally different public-safety context.

    Point One: part of an emergency drill is or should be the public-information part. In other words, practicing notification of the public and answering likely questions. There should be professional communicators involved as trainers. Even if your law-enforcement types lack imagination, any professional communicator worth the time of day can generate three reasonably believable scenarios for you before breakfast.

    Point Two: No aspect of a training exercise  is insignificant. Every aspect conditions the people involved. The choice of this scenario, plus the amount of money, time, number of participants, and how seriously the exercise is taken, do send a powerful issues message linking marijuana, Communism ("Red") and terror. Bizarre as it is, it will feed prejudices.

      It is originally a Cold War thing, but the bad guys in any scenario are always "red."

      The good guys are "blue team."
