    ...140 pardons on his last day in office. But he pardoned a total of 396 people in his two terms. Nixon pardoned 204 in December near the end of his first term, but he issued a total of 863 during his 5 3/4 years in office. All Presidents in the 20th Century have granted some pardons in the first year of their term(s) of office.

    The historical record suggests presidents have usually granted the highest number of  pardons in the last year of the term. Whether such increases deserve the “last-minute” tag is entirely a matter of definition. The data presented above indicate increases in the final months of an administration are not uncommon.
