It grants sweeping power to the President - via DHS - to effectively grant permanent visas to anyone that's been here since 16 and has a GED.

The military service provision of the DREAM Act strikes me as fine, and the notion that we should grant citizenship to intelligent people that can meaningfully contribute to the commonweal is also great (although the bar is set way too low by the DREAM Act).  Vesting that much power in the President to set immigration law and giving her the option to grant amnesty w/ a GED, though, is too much.

claim to have been here by checking a box on a form. The U.S. would then have to prove otherwise. How do you prove a negative?

This is an invitation for any person, up to 35 years old from the rest of the world to sneak in and claim to have been here all along.

That's potentially a lot of people joining the legal work force.
