    I wonder if this is war crimes territory for an extrajudicial assassination.

      citizens.  Otherwise it's just, well, you're a citizen of a brutal dictatorship, suck it up or have a revolution.

      If Obama does assassinate the man, it is grounds for whichever country he's assassinated in to declare war on the US, of course.  They probably wouldn't, but it is grounds.

        Most of the war crimes tribunals have been about what a nation had done to its own citizens.  The tribunals were for when a nation refused to prosecute its war criminals.
