    Costa Rica's current president, Laura Chinchilla, appears to be on point in trying to justify overthrowing Nicaragua's president, Daniel Ortega. In a boundary dispute, she has elevated Ortega to being Costa Rica's "enemy" (her words). This makes me think it's political, since a more sensible approach would be to simply give Ortega time to climb down off of his high horse. The OAS has sided with Costa Rica, the disputed territory (a river littoral) is apparently (looking on Google Earth) not inhabited, so it's not exactly urgent.
