    i'm interested to see; i'm not sure how much influence CAP has yet.

    CAP has a whole page entitled Progressive Priorities where this came from, this is the 6th of 12 policy papers. they all seem to be boring, overly-practical, and lacking vision. but that is just me.

      This is a detailed position paper. The vision comes through in the political shop. There's a lot of vision nuggets in here. Starting with taxing Wall Street investors their fair share and focusing people's attention on the awful payroll tax.

        of taxpayers pay more in payroll tax than they do in income tax and this is an issue we should fight on.

        •  i guess you're right (none)
          there are some "vision nuggets", most importantly "tax work, not wealth" and "end corporate handouts". I agree 100% about fighting the regressive payroll tax. however, i am bothered that after removing the 6.2% employee side of the payroll tax, they almost immediatelly replace it with a 5% increase in income tax for those in the current lowest bracket.  while this might be practical (indeed the lowest earners get other benefits) it sets up a really bad frame: "tax increase on the lowest earners!"

            be hard to explain if Democrats accept the Republican frame that income tax is the only tax that counts. We win if we say "under our plan you will pay less in taxes" over and over.
