    The elimination of the 60 vote rule is possibly the greatest single tool to force an unwitting public to understand the differences between D's and R's.  One of the most potent and effective weapons has been for R's to blur the line between D's and R's to the point that John Uninterested Voter finds it much easier to say the parties are 'just the same'.

    You don't need to loose the filibuster, just make it painful again, which may keep the R's from messing around it too much.
