    Usually unanimous consent is given and there is that famous "upperdown" vote. That is how it has worked for all bills historically, other than slavery/civil rights.

    So at least 1 rep had to say "i object" when Reid asked to bring the bill to the floor.

    If only more Dems had done that in the Bush era we could have stopped so much shit - not because we had the votes, we did not - but just by chewing up the clock and wasting time.

    They could have left someone in a safe seat to make the objection, the Blue Dogs asses would be covered, and time would be wasted, but Dems thought that Reps had a right to get votes on most things.

    Of course those very republicans were very gracious when their roles changed, weren't they?

      in democracy. A Shame that Democrats actually believe that the majority (duly elected by the American people) has the right to actually govern and conduct the peoples business. They reserved filibuster for extreme cases as it should.

      We can't complain that the Republicans haven't allowed majority rule in the Senate since they lost the majority in 2006 & then say gee if only the Democrats had done that while the Republicans had the majority.

        When the minority abuses rules designed for a polite civilized Senate, you abolish those rules.  If you have a clue, that is.

        Tom Harkin has had a clue about this for a few decades.  But do we have the 51 votes we need to establish a Senate which respects majority rule?

          to end the Republican abuse.

          What I don't agree with is the idea that Democrats should have been playing the same game of filibustering every bill while the Republicans were in the majority.

          It is the height of hypocrisy to say the Republicans are wrong when they use the filibuster to create minority rule but the Democrats should have used the filibuster in the same way while they were the minority.
