That one is far too rigid in its distinctions.  Intellectuals have a very strong community, but it's like a hamster cage - they're not allowed to breed or make technology out of the theories they develop.  They've pretty much given up on "educating the public" - it's an elite who make their knowledge as inaccessible as possible.

    Liberty, Equality, Opportunity.

not that they've "given up" on trying to educate the public or make practical technology with their science; it's that these Mathic cloisters only exist under certain rules, evolved after some crisis that long predates the book's 'present'; the major rule is a ban on all practical application and dissemination of their pure science, esp (as I recall) in the direction of genetics or cybernetics/AI.  Which tells us something about the disaster that drove these rules.

of the innovative, the inventive, the intellectual - and even the intellectually curious.

And the pursuits of the inventive were made expressly subservient to the needs of the secular order. The hint - you live on sufferance, which will be a function of your staying meek and staying useful.

Kind of like .. German rocket scientists. In the, um, employment of both post World War II superpowers.

Why can't we all just get a blog? :)
