    in this comment it's hard to know where to begin.  

    (1)I believe you're referring to 501(c)(3) organizations, a reference to the section of the IRS code that deals with this kind of non-profit.  

    (2) Creating a non-profit under this section does not involve the IRS in more than a tangential manner.  

    (3) Since a 501(c)(3) is a corporation, it is handled the same way as its for-profit counterpart, i.e., the Secretary of State in each of the 50 states is responsible for registering corporations.    The Secretary of State's office is also responsible for issuing the tax-exempt letter you reference as the "letter from the IRS".  Requirements for incorporation may vary among the states.  

    (4) While fees to incorporate may also vary by state, in Illinois at least, the cost is not "hundreds of bucks", but only one Ulysses Grant.  

    (5) The "non-profit that supports liberals openly" is more likely to be a 501(c)(4) non-profit, which can engage in political advocacy to a degree far greater than the 501(c)(3) variety.

    (6) LPFM stations are much more likely to incorporate as 501(c)(3) organizations than as 501(c)(4) ones, so the "alliance" strategy needs to be looked at very carefully.

    Other than this, your comment is spot on.

    My advice is to incorporate as a non-profit now and get your approved application in hand now and worry about getting your broadcasting equipment after doing this.  These will go quickly.
