    Pericles building the Acropolis was at least partly a make work program for Athens in 5th Century BC.

    Gothic Cathedrals were also a make work and tourist(pilgrim) attraction program.

    Laws in ancient Judah mandated crops for the poor in corners of the fields, as well as anything dropped for gleaners. As well as loan forgiveness every 50 years.

    Real starvation was almost unheard of in tribal cultures, unless the whole tribe starved. Potlatch rewarded status for generosity.
