      How does that effect the workings of executive orders versus legislation action?

      How does that negate the fact that Holder TRIED to try KSM in Manhattan and the Senate voted 99-0 to stop him?

        And since when can an executive order override the Constitution and out treaty obligations under the Geneva Convention?

        I guess it would take a constitutional scholar to answer that one . . .
