    I'd be thrilled to see them get a vote in Congress, within the lifetime of Eleanor Holmes Norton.

      Which won't happen.

      Hell, it required an amendment just to give DC Presidential Electors, and given the typical margins in the Electoral College, that doesn't take much power away from the States.

      Giving them representation in Congress is a much bigger chunk of power... which is why it will never happen.

      You'd be better off trying to restrict the boundaries of the District to those places where the Federal Government actually is, since the basic idea was that the Federal Government could not vote for itself. Put the places where people actually live into Virginia and Maryland, where they could be represented in the existing way. It might (or might not) be any "fairer", but it'd at least be possible.
