      What happened to requiring 41 votes against cloture as opposed to 60 votes for cloture?  

      This is such an obvious reform; how could the Democrats have already caved?

        But I think that's actually better.  Cloture basically closes debate on a bill.  In this instance, if you "win" (with 40%, hey!) a cloture vote you actually have to be there talking for as long that bill is on the table.  This makes it possible to out wait the majority if you really, really, care, but difficult.  After if you give up the floor, debate is closed anyway, and a simple majority vote proceeds.

        It's not an elimination of the filibuster, it just puts all the pain of maintaining one onto the people who want to maintain it.
