    but more and more we see public employees laid off and contractos brought in.  For example, in my school district, the board is bragging about plans to save on the personnel budget by getting rid of maintenance staff.  Of course another budget line will increase as they farm the duties out to a private contractor who will then offer to hire the laid off workers at a lower rate of pay and no benefits, and take the difference, and a little more, as profit.

      about equipment operators, truck drivers and laborers on construction projects. Big projects (esp. new construction) were pretty much always done by contracting companies. In this area the union wages for the building trades unions have always been somewhat higher than the wages of people who work for the DOT but the govt. people have steadier work,it kind of evens out.

      Where are all the jobs, Boenher?
