      The purchase of a firearm with the intent of immediate transfer to another individual without proper paperwork is a crime everywhere in the US, under both state and federal statute.

      This is why most people will not pick up a gun for a neighbor the way they would a gallon of milk.

      There is a profit motive created when the transfer is illegal. The person receiving the firearm is paying more than the purchaser did at the counter, or the purchaser is being otherwise compensated. This is why the purchaser has made the purchase. He or she has made a hopefully informed risk/benefit analysis.

      As the risk ( potential penalty) rises, the potential profit rises- The purchaser requires a higher premium from the end-user to cover his or her risk cost.

      It costs the end-user more. They rarely care. Has no other effect on the transfer.
