    extensively (I live in PA; my wife and I cannot have our own children), I can say that the uncertainties of the foster programs, the rights that the birth parents maintain and the costs in terms of time and money are detrimental to getting kids into homes.  

    Totally understandable to have safeguards to ensure that the kids don't wind up in abusive situations, but the current process is just a mess and a disincentive for American parents to adopt locally as opposed to looking overseas.

      But as a parent who has adopted both locally from the foster care system and overseas,I offer you every encouragement to keep at it. When you are in the process,especially at the start,it seems like it will never end,every obstacle seems nearly insurmountable. But surmounted they can be. Foreign or domestic,the adoption process is convoluted & complicated. Good practice for parenting.
