    How is a federal law for health insurance different than a federal law for a permissable drug?

      My point was that the fact that the states could pass environmental regulations to protect the health, safety, and welfare of their citizens doesn't prove that the federal government can pass the same legislation in the exercise of its commerce clause powers.  All the Supremacy Clause adds to the discussion is that IF the federal government can pass the environmental legislation, it takes priority over conflicting state legislation.
