    is easy: it became a dirty word when it included AFDC and welfare rolls exploded. Regardless of what you think of the system that replaced it, AFDC was hugely resented, and for good reason. One of the things that made 'liberal' a dirty word was that we defended the welfare system as it was long after it was defensible.

    It's very unfortunate that Social Security and Medicare, which are paid for by the people who benefit from them, were lumped under the same umbrella. 'Entitlements' should be a positive term. Beside the fact that we are entitled to them, the word describes Federal outlays that are committed to be spent and cannot be cut to pay for other things.
