    I mean, really, running a Vietnamese restaurant has always been legal too, but if you're in a city with a sizable Vietnamese population, it probably pays protection money to that lovely Vietnamese mafia we made a point of rescuing from our puppet state in Southeast Asia in the mid-1970s.  A situation hardly dissimilar to the prostitute-pimp relationship: the entity doing the real work has to pay for "protection."

      That way the pimp can be jailed but the prostitute can't.

        Protection rackets are illegal too, after all.

        In other words, I agree with you that prostitution should be legal (and pimping illegal), and that legalizing it offers the possibility that women engaged in the profession could be mistresses of their fates.  But there would still be abuses.  Legalizing it would be only a start.
