    For the last 7 years I've worked inside the two of the largest companies in Italy: Telecom Italia and Enel, I know first hand that Telecom Italia hasn't hired in 9 years, because I've interviewed top managers in almost every department.

    The average age is 44 at Telecom, and there is very few workers over 56 because they have all been offered early retirement. At Enel the average age is 46. These are both former state owned companies that made the transition to private companies in the late 90's.

    Cutting Jobs is not a possibility for these companies, also mid-level management have totally "secure" employment, so the only way to cut labor costs for companies is not hire, cut temporary workers, and cut contracted workers.  Basically no person who is under 35 today has had any possibility to work for either of these two companies.

    So what has occured as a result of the protections that unions have leveraged is that there is protected generation of workers, and then there are the latest generation that have zero protections.

    The first concessions that these labor unions offer are always the young, because basically the young don't have any representation.

    And it's not only in Europe, I talked with a 35 year California teacher union member about her situation and she said that she sees new grads with teaching certificates substitute teaching now. They have no place to work.

    But all of this is big secret isn't it?  I don't think so.
