Virginia overbuilt their prisons in the 90s at the same time Gov. Allen voted out parole.

This led to prisons being used as a form of economic development in the struggling rural areas of Appalachia.  Along came the RX drug problem and suddenly rural folks are getting put into these prisons as well.  I live in the rural area and started noticing the number of folks from 5-7 hours away driving in to visit their family members.  This summer we were sitting around together and decided we would take on No Parole.  I'm a media artist, so my job has been to provide flip cam trainings and they've been going at it.  The bill will be reviewed in the morning --- cross your fingers.  I think the prison issue is the pressing civil rights issue in our country and folks like Sen. Webb understand how it cuts across our boundries.
