    After 9/11 stories that didnt pan out.  If this was a true 9/11 story, it likely would have been classified at a higHer level, like pretty much all the other 9/11 stories.  Always remember, these cables are about the lowesT level of secrecy the government has.

      It wasn't written until after the "underwear bomber" incident and an apparent change in counter-terrorism policy by the State Dept. to Watchlist suspected AQ bombers following the botched bombing of an international flight to Detroit.

      This is designated "Secret" (not TS) because it became an "open secret" once it was circulated to State Dept posts and other agencies with wide access to that data base.

      By the way, al-Alwaki is implicated in that incident, too, along with several others, including Flt. 77.
