It will not make it true.  Apparently you've forgotten your Texas Government classes.

The Governor's main power comes through the appointments that he or she makes. Though the Governor does have a line-item veto and has control over numerous statewide appointments, most of our respondents agreed that it is the Lieutenant Governor and the legislative leadership that set policy in Texas.

Considering ours is mostly republican then the Governors ability to declare an emergency meeting of the state to vote on a particular bill and side stepping the states law that they can not vote on a bill for 60 days of when they begin the new term of the legislator.

Rick Perry has already used his influence to put his friends in high places.  Has pushed for his Super Highway and landgrab.  He's used our Texas Unemployment fund to give money to companies so they'll "come to Texas" yet has lost more money then any of the actual jobs can produce that have actually made it here.  Theres plenty of power in his position, more so since all key positions are held by Republicans.

Lt. Gov (which post pRick Hairdo held under W) is far more powerful, and so is the Lege (which hates Austin and the other Big Cities with a passion).
