Doesn't mean the district isn't blue. L.A. is commuter culture. Most of the people who work at Raytheon or the old TRW complex don't live here. But the people who live on the beach and are committed to keeping it clean do. It should be a fairly easy progressive gain.

The rest of the district includes the more conservatively minded South Bay which has heavy Asian representation. In my view, this group leans Democratic but would be amenable to a convincing moderate Repub. Because of the new election law, the teabag types won't be able to bury a moderate Repub in the primary so such a person could potentially slip through. Maybe someone who has previously run only in "nonpartisan" races where party ID is not necessarily known.
