    I know that many understand the opportunities technology provides for various types of disabilities.  At least today.  He graduated over 10 years ago from a very difficult university program in computer science.  In his class was a blind woman who was at the top of the class.  She had trouble finding employment, to the horror of her classmates who knew that over half the people who entered the program couldn't make it through to completion.  She not only made it through but shone.

      … not writing accessibility for blind people into their specs when they outsource work on IT systems.

      Then a big retrofit is required when the blind employee finds out she can't use the database because of a lack of structure cues for screen-reader software.

      At which point some organizations are tempted to avoid the cost of the retrofit by hemming and hawing, perhaps hoping the blind employee will leave out of frustration.
