    Most states elect a Governor, in the mid term elections, precisely so there is no risk of a popular Presidential candidate attracting more voters to the polls.

    It seems to be conventional wisdom, amongst most American professional politicians, that it is better to have a smaller but more predictable body of electors voting than to try to maximise turnout.
