    when people blame Reagan as if he were a dictator without Democratic Houses and Senates who passed his initiatives, and in the ensuing 30 years no Democratic congresses or Presidents exisited. Both parties and their leaders and the American people are all responsible for policies that last.

      Reagan did a lot of thing in spite of Congress.
      The whole arming the contras thing, for example, was in direct violation of Congressionally-enacted laws. The environmental problems (public lands, lack of enforcement) weren't because Congress didn't act, but because his cabinet and executive staff did not carry out the laws they were obliged to carry out -- there were a lot of Congressional hearings at the time and a few special prosecutors (and convictions) that bear this out.

      Oh, and in case you don't remember, the Republicans controlled the Senate from January 1981- January 1987.
