    are fixed now -- at least at the federal level, and mostly here in Georgia and in Ohio, anyway.

        Many large scale projects are written up so that the contracts are sure to go to an organization that has experience in the field and there are other requirements that tend to fit the same company year after year.  

        One answer to the outsourcing is to write in the requirement that the contractor must hire US staff to perform duties.  Of course that will cut back on profits for JP, but trust me, they will make what they can and spend all their time, resources, and contacts trying to get around these restrictions.
