    on point. New York v. U.S. might be, but I think we need guidance from the FL SC on whether the FL legislature can bind the Governor in this way.

    My guess is a provisional maybe: redeemer Democrats wrote their constitutions to create weak governors (lest an occasional Republican might win), but the FL Governor seems to be one of the more powerful ones in the South.
