    I believe this is due to the structure of the senate where a large swath of the conservative center has two votes. It's ridiculous that Wyoming and NY both get 2 votes in he Senate... You have a very small proportion of the population setting policy... and dividing up $.

    This should be examined with a modern lens.  It was set up to appease the south so that salvery couldn't be voted out.  Now it's used for other purposes that could be considered the contemporary equivalent of old battles.
