    started to go against the regime they could be officially recalled and lose their voice at the UN anyways?

      non-Security Council states are about a half-inch above observers.  There are a lot of great ways for smaller member states to do a lot of good over long periods through involvement on long-term matters such as human rights and world health.  But if you want something done within the next year, well, all roads to Rome lead through the Security Council ;p.

      The moral repercussions of the UN mission defecting are great, but the actual political capital that the mission could have vis-a-vis UN member states with the power to intervene is sadly not very significant.
