    ought to be solved  comprehensively, as a single area of policy focus with  a number of sub-areas?

    I guess, I think of  tribal sovereignity, independent government, treaties, etc, as suggesting a specific strategy.

    But it is not my area of expertise, for sure.

    I did work for an eye-opening summer with teens out at the Tohono O'Odham  reservation, as part of work with at-risk Tucson teens.

      "czar" for Native American issues, the first thing I'd do is convene the leaders and spokespeople from all the many tribes and nations and listen to them hash out whatever "comprehensive" solutions are wanted and needed by their people.
      Whatever they came up with, I'd be for. The white man's paternalism (when they weren't stealing aboriginal lands) is a major root of the problems our Natives face today, IMHO.
