    Both you and the National Journal are wrong.  The $3 billion dollars allocated by the stimulus bill was for weatherization, not LIHEAP.  Here is a chart from HHS regarding 2009 LIHEAP funding.  Of course, The National Review could be right and the HHS could be wrong, but I would expect  The National Review to source their information, which they have not done, so I'll stick with the HHS.

    Again, the emergency reserve fund in 2009 and 2010 was also $590 billion(see chart), which is included in the total appropriation to LIHEAP.  If the emergency fund is being left at $590 billion then the non-emergency allotment will receive the full brunt of the $2.5 billion cut
