    Here in sunny CA we don't know LIHEAP from harelip.

      Unfortunately, many Californians know all about LIHEAP - because they need it.  We received $200M of this year's allocation and in FY 2009, nearly 150,000 families in California received a LIHEAP grant.

      Considering it's supposed to snow tomorrow in both Southern CA (down to 1,000 feet) and in the San Francisco Bay Area (down to 750-1,000 feet) a lot more people are probably going to find out about the program........

      ... produce an encyclopedia of information about your life to prove you are truly poor. Like three months of my daughter's paystubs. Three months? And her tax return for example. True they paid down my natural gas bill. But I never saw any of that money. The public utility did.

      I would have taken the money and using one of the old chimneys in my 1917 house, I would have put in a small wood/coal burning stove. I have a very tiny end of row house. Here in Philly the gas lines are blowing up and mine goes right under my house all the way to the back kitchen. Our houses are exploding because infrastructure needs replacement.

      If the federal government wants to subsidize utilities, let them do so out front. Not pretend they are doing something I want fhat is for me, and then making me turn in 20 pages of documents to get a few hundred dollars.

      I am refusing all these programs. They are humiliating scams. And what I want is help to put in a small wind generator and some solar panels and disconnect from PECO and PGW.  We live frugally. We don't need that much energy. But Sugarhouse Casino does. Let them pay for it.

        for the poor you would only need that for certification. If the government gave the utilities directly it would be a few pennies for all people including the rich. It is an attempt to help the most needy, not free money.

        Hit up your senators and rep to try to get the funding for what you want.
